Description of the organization
The Nuclear Safety and Radiation Protection Authority (ASNR) was established by the law on the organisation of the governance of nuclear safety and radiation protection on 21 May 2024 and became operational on 1 January 2025. ASNR is the result of the merger of the Autorité de sûreté nucléaire (ASN) and the Institut de radioprotection et de sûreté nucléaire (IRSN).
As an independent administrative authority, ASNR oversees civil nuclear activities in France on behalf of the State. Its responsibilities include research, expert appraisal, training, and public information in the fields of nuclear safety and radiation protection. The authority is governed by a board of five commissioners, chaired by Pierre-Marie Abadie, with Olivier Gupta serving as Director General.
ASNR employs over 2,000 professionals specializing in nuclear safety, radiation protection, and environmental monitoring. It operates from multiple locations across France, with its headquarters in Montrouge and key research and expertise sites in Fontenay-aux-Roses and Cadarache. Additional offices in Le Vésinet, Cherbourg, Les Angles, and Tahiti support its nationwide and overseas activities.
On an international level, ASNR collaborates with regulatory bodies, research institutions, and experts to strengthen nuclear safety and radiation protection, reflecting France’s commitment to the highest standards in these fields.
